Programme Management of SGD135 Million Research Grants

Kainosis™ was 1 of 3 consultants appointed by the Ministry of National Development (MND) to manage the Land and Liveability National Innovation Challenge (L2NIC) and Sustainable Urban Living (SUL) research grants. These totalled SGD 40.4 million worth of research projects—SGD 30.8 million and SGD 9.64 million for the 1st call of SUL and L2NIC respectively.

During this appointment, Kainosis™ proposed and executed an overhaul of the Annual Progress Review (APR) process. The APR process was originally modelled after the National Research Foundation’s Competitive Research Programme (CRP). CRP’s APR was later publicly criticised by the Auditor-General’s Office in July 2015—six months after Kainosis™ began the overhaul.

Kainosis™ also proposed, organised and personally conducted a finance seminar on the claims process for all L2NIC and SUL projects. This resulted in a 50% reduction in turnaround for claims.

  • Pre-seminar: The 1st claim cycle only had 1 project to clear, but took more than 6 months due to incomplete / errant submissions of claims.
  • Post-seminar: The 2nd claim cycle cleared 6 L2NIC projects in only 3 months.
